Open your image to edit

Filter > Film Effect > Cinema > high (2x)

 Bright,Color > Contrast Enhancement >Middle

Filter >Region Out Of Focus:

 Grayscale

Size - 48%

 Feather - 100%

Bright,Color > deepen >High
